Guantanamo.- National Institute of Territorial Planning and Urban Development (INOTU) has announced that individuals who do not reside in the city’s historic center or in multifamily buildings are not required to obtain a permit or pay any fees to install solar panels in their homes.
Residents may seek guidance on the proper installation of solar panels at the provincial office, located at Los Maceo and Prado Street, No. 801 (upper floor), from Monday through Thursday. Inquiries can also be made by phone at 2132 1369, 2132 1367, and 2132 4577, where staff are available to address questions regarding the process.
“For those living in the historic city center or in multifamily buildings, a formal written request must be submitted for such modifications, and our institution will process the documentation immediately,” stated Nayrovis Faure Jay, Director of the Municipal Department of Territorial Planning and Urban Development.
In these cases, approval from the neighborhood association (Resolution 4/1991) is required for multifamily buildings. Solar panels may be installed on rooftops, façades, or service patios. In historic districts or heritage buildings, applicants must consult with the local Heritage Office. Designs must respect architectural values, and appropriate safety measures for the panels must be ensured.
