Achieving true business efficiency in production and services centers as a process aimed at achieving better results -regardless of financial shortcomings and resource limitations- will always be a reason that does not allow waiting; if it is about advancing in updating the Cuban economic model and the integral development of the territories.
After a little more than three months of the year, the efficiency indicator, which also translates into a better optimization of resources, the achievement of higher profitability indexes and the fulfillment of the planned plans, shows a negative behavior in Guantanamo; situation widely debated in the session of the Provincial Council of the Government of People’s Power, corresponding to the month of April.
In the province, 13 enterprises ended the period with losses, seven of them belonging to local subordination, failing to earn more than 41 million 752 thousand pesos and main economic indicators such as: sales, physical productions and the export of values are not met.
In the meeting, chaired by the Governor of Guantanamo Emilio Matos Mosqueda; The Coordinator of Government Programs and Objectives, Donna Baños Guerra, pointed out that “with great affectations, due to deficiencies or the late entry of materials and other resources, the investment plan in Guantanamo is also progressing with non-compliance with the execution of 108 million 780 thousand pesos , of the 151 million 479 thousand foreseen for this stage of the year”.
For his part, Carlos Raúl Martínez Turro, Provincial Coordinator of Programs and Objectives , responsible for Investments, explained in the meeting the progress of the housing construction program, through the different channels (state plan, subsidies and own effort).
“To date –he pointed out- 201 homes of the 226 planned have been completed, 101 of them through the state road and 99 through their own effort. Presenting the greatest difficulties in the termination of the subsidies, with the conclusion of only 26 basic cells of the 43 planned”.
When assessing the issue, with the directions of the Municipal Assemblies of People’s Power and the Mayors, the Governor indicated “to carry out the analysis of each case in all the municipalities, because if, despite the existing economic restrictions, the Cuban State implemented a loan and grant scheme for the protection of families in vulnerable situations and extending the facilities to people with subsidies to carry out constructive actions in their homes, there are delays that are not justified,” he said.
The Provincial Government Council analyzed non-compliance in productions of the food industry and AZCUBA; as well as in the harvesting plan in agriculture, a problem that is affected by the long-severe period of drought that persists in this territory and that affects the municipal self-supply program.
In the highest governmental body of the province, participants also analyzed issues as attention to the Program for the Advancement of Women, Demographic Dynamics, the behavior of the Economy and Budget Plan, and price control.
The maintenance, conservation and construction of roads, the need for a more energetic and comprehensive confrontation with the theft and slaughter of large cattle, the attention and responses to the proposals of the population and the actions designed in the rural program in Guantanamo.][/bg_collapse]
