Guantanamo. Lázara Mercedes López Acea, president of the National Institute of Non-State Economic Actors (INAENE), explained at a press conference in Havana that Decree-Law No. 133 was published Wednesday in Official Gazette No. 71.
The decree creates new opportunities for economic actors in the non-state sector, facilitating their development and participation in the country’s economy at the municipal level.
She said the new regulation, which will take effect seven days after its publication, is highly significant because it removes obstacles that have limited the growth of various economic activities. It also addresses local challenges and other needs arising at the municipal level.
López Acea highlighted that the document amends Decree-Laws Nos. 88, concerning micro, small, and medium-sized enterprises; 89, concerning non-agricultural cooperatives; and 90, concerning self-employment. It also includes three supplementary regulations, procedures issued by INAENE and the Ministry of Education, and a resolution governing services provided by the Central Bank of Cuba.
According to López Acea, the new regulation reduces the requirements, procedures, and time frames involved in establishing and operating businesses. It also permits private enterprises to hire more than 100 workers, thereby expanding their ability to conduct production and service activities that require a larger workforce.
She emphasized that individuals who have established their own businesses may broaden their activities by undertaking ventures related to their original line of work, provided they do not abandon the business from which the entity originated. She added that they may enter into partnerships with Cubans residing abroad and directly export and import goods.
These and other measures aimed at strengthening non-state management will enable such entities to participate more actively and effectively in addressing existing needs and problems. They will also contribute sustainably to the country’s urgent economic and social priorities, López Acea said.
She stressed that the regulation will promote more efficient use of the nation’s human resources and make a decisive contribution to improving the population’s well-being.
